Moving lens flare/cookie cutters?

Is there a special way to do it? I love the cookie-cutter spotlights that pop up in fast-paced vids, but can't seem to master it myself. Also a moving lens flare seems like a nice trick to know. If anyone can help me, that'd be great.

wat you're describing souns either like the warm vignette effect on vegas pro or the person used the effect bump map then used cookie cutter. i'd have to see that video you're talking about to be sure.
